Kelly Cullinane


Kelly Cullinane, Director of Communications

Kelly has worked for the Electric Infrastructure Security Council since August 2015 where she is responsible for managing the Marcus Foundation’s EPRO Executive Steering Committee project that seeks to host a collaborative, whole community planning forum to support resilience and restoration of the electric grid. In addition, she manages the sharing and development of best practices between government and industry to improve the resilience of lifeline infrastructures during “Black Sky” hazards that could cause widespread, long-duration power outages. 

Prior to joining the EIS Council, Kelly worked for the Edison Electric Institute (EEI) where she assisted in the development of the Electric Sector Coordinating Council (ESCC) that serves as the principal liaison between leadership in the federal government and in the electric power sector, with the mission of coordinating efforts to prepare for national-level incidents or threats to critical infrastructure.

Kelly earned her B.A. in Politics from the University of Dallas and her M.A in Statecraft and National Security Affairs from the Institute of World Politics in Washington, DC. Kelly lives with her husband in Washington, DC.
